Dutch Add-on dictionary fails to install succesfully #33

What steps will reproduce the problem?
1. In System - Language & Input - Settings - Add-on dictionaries choose 
Nederlands and Install - it seems to download and is marked Installed
2. go out of settings and go back to Add-on dictionaries
3. Nederlands has disappeared and on refreshing is shown again but marked 
uninstalled

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
Beta 10

Please provide any additional information below.
I attached an strace of com.android.inputmethod.latin run while trying to 
install.

This applies for the emoji for English words dictionary too.

The latest nightly CM build from 2012/08/11 doesn't have this problem.
