Option to remove some core files from compression for some projects

What steps will reproduce the problem?
1. Run compress.rb
2. Go to individual project folders and remove from compressed screen.css
styles for grid.css for some projects, forms.css from others, etc.
3.

What is the expected output? What do you see instead?
Instead of manually removing sections from compressed project files, have
options in settings.yml to control which core src/ files are included,
per-project.

What version of the product are you using? On what operating system?
Blueprint 0.7.1
