<pre> and <code> should be styled similarly. Only <pre> has background now. #31

<pre> and <code> should have similar background treatments IMHO.  Currently
<pre> has a grey background and border.  <code> has none.  I think a choice
should be made as to whether or not to present background and border and
these two can be treated similarly.
