Add conda recipe, more fixes for GR 3.10 compatibility on top of #53 #57

This adds a conda recipe, builds on #53, and adds a few more fixes for GR 3.10 compatibility to get the build running and (almost all) tests passing on all conda-forge-supported platforms. See my https://github.com/ryanvolz/gr-radar/tree/conda branch for the passing CI results.

I could also add the CI build/test to this PR as well, if that's wanted.
