"Comment Selection" command (Ctrl+K, Ctrl+C) unavailable in Rust .rs files. #15

When trying to use the "Comment Selection" command (Ctrl+K, Ctrl+C) in a Rust file, Visual Studio reports that the command is unavailable for that window.
