Added the CHANGELOG towncrier entry missing #21

@macagua I don't understand what this is for. #17 already included the changelog entry; it was released in 2.2.0 and appears in the changelog here: https://github.com/kitconcept/volto-dsgvo-banner/blob/master/CHANGELOG.md#220-2023-07-26

(towncrier entries only last until a release is made, then they are moved into CHANGELOG.md)
