Added a filteredToolbarProps object

@sneridagh Making it work requires some updates to volto-slate so that it checks for slateSettings before falling back to the config. @danalvrz prototyped these in https://github.com/kitconcept/volto-light-theme/pull/60 but I think we should make them in volto core so that we don't need the customizations.
