Get rid of kitodo_projects.xml #3777

As far as I know, kitodo_projects.xml is no longer needed for anything. Apparently the file is still searched for, and if it is missing, there is an error.

(Note: The error message itself is correct; in the example, the file did not exist.)

Goal: Eliminate the loading of a file that is no longer used.

Kitodo still uses the file to load the rules for the tif header generation (clicking the gear button next to "Vorgangstitel" will result in an error if kitodo_projects.xml is missing.)

Goal: Rewrite TIFF header things so that kitodo_projects.xml is no longer necessary.
