Scrollbars in Fit-to-Window mode after Zoom mode #114

In GeoDa 1.4.2 and later (up to 1.5.29)

1) Notice that as a map is resized, scrollbars will never appear
2) Enter Zoom mode and zoom in once
3) Change back to Fit-to-window mode
4) reduce the height of the window and notice that scroll-bars now appear, but 
serve no purpose
5) This change of behavior happened when the ability to zoom in to any level 
was introduced in GeoDa 1.4.2.
6) Same behaviors observed in Windows and on Mac

This is a very small issue and does not cause any serious problems.  Since the 
views will likely be rewritten in 1.8, this issue is moved back.

The scrollbars issue has been fix in versions >= 1.7.24.

zooming in and out/full screen works much better now and with icons above map 
to avoid right-clicking.
Tested scrollbars on 8k dataset: works well.
