Rename / Save problem in SQLite #115

In GeoDa 1.5.29 on Windows 64-bit

1) Open columbus.gda
2) Rename COLUMBUS_ to 23 COLUMBUS_  (ie. 23 followed by a space)
3) Program doesn't complain that name is illegal
4) Press the save button
5) Unhandled exception dialog is raised.

Note: save works on Mac, but exception raised on Windows.

This problem appears to be fixed in 1.5.30.  It could also be that the problem 
actually not having write permissions for the Windows Examples.  This has been 
raised as a different issue.
