Zooming mode: scrollbars not working #147

The scrollbars can't be moved left-right or up-down in zooming mode. We tested 
this on different Windows machines and MacOSX in the class. Version 1.5.36.

I am testing 1.5.36 on Mac 10.9 right now and the scroll bars work fine when 
zoomed in on a map.  Will try on Windows to see if can reproduce there.

Confirmed that scrollbars are missing but panning is working with new menu bar 
above map, which basically offers the same functionality. Therefore, if 
scrollbars are time-consuming to add in Windows, I don't think this is a 
priority.

Fix is proposed in ci 3724.

Fix will be in build >=1.7.45
