Zoom out tool always shows + on Windows and Linux #22

On Windows in Linux, the zoom out tool shows a + rather than a - as would be 
expected.  In OSX the zoom in/out tools are just a simple magnifying glass, so 
there's no issue.

GeoDa 1.7.37-2 (nightly), 13 July 2015

tested with ncovr, CA tracts, counties with Alaska
with and without basemap

worked fine - with the basemap on large datasets (8k), there's a bit of a lag 
b/c of the tile redrawing but still fast enough.

with the counties+Alaska map and the Nokia hybrid map, it initially hangs and 
displays not quite right (see attached) but once you zoom in this gets 
corrected - this is the problem where the map cuts across the 180 degree 
threshold.
