Map - Selection shape #49

I believe Legacy Geoda used to have a way to use an irregular polygon as the 
selection shape, by clicking a number of times on the map. It may be useful to 
reinstate this as one of the selection options, since the rectangle or circle 
may be too limiting.

This was not something that could be done in Legacy as far as I know.  However, 
it would not be difficult to implement in GeoDa since the graphics engine was 
designed with this in mind.  One problem in the past was that wxWidgets had 
dropped support for polygon wxRegion in OSX.  For 3.0 this appears to have been 
fixed.
