Weights creation error #74

What steps will reproduce the problem?
1. open attached nyc4.shp
2. try to create a Queen contiguity weights using POLY_ID1
3. weights file saved to nyc4.gal

open nyc4.gal, there is incorrect weights information in the file

Founded in Geoda 1.4.x and 1.5.x.

Initial diagnose: there are many parts in each polygon in this nyc4 shapefile, 
and the weights creation code does NOT handle this case.
