Map Zoom crashing on Windows 64-bit #79

On GeoDa 1.5.24, Windows 64-bit

1) Open ncovr.gda in Examples.  Attempt to Zoom in on first map.  Instant crash
2) Open columbus.gda in Examples.  First Zoom level works, second zoom level: 
instant crash.

Tested on Ubuntu 12.04 32-bit with GeoDa 1.5.23 as installed by deb package.

1) Open ncovr.gda in Examples.  First attempt to zoom is instant crash
