Mapinfo: should support TAB extension #92

According to GDAL/OGR documentation, OGR should support Mapinfo files with a 
.tab extension.  However, we do not allow selecting this file currently.  See: 
http://www.gdal.org/ogr/drv_mitab.html

As an example, we should be able to open the Statistics Canada 2011 Census 
Subdivisions file in Mapinfo TAB format:
