What happens if you clean the build and run everything again? I wonder if you've hit a bug where the api can't be changed after the initial setting.
I was out of town so I write too late. I did clean build and problem solved but i have another problem.I cant upload my app on play store. I get an error like "Your application is not 64 bit. ".I change this android.arch=arm64-v8a
still not working.
Should I bring up a new topic for this issue ?
Have you tried cleaning the build and running it again? There could be a caching issue. I think something like this was fixed recently.

I used buildozer android clean
then rebuild the apk and the problem was solved.

I have written a simple application. I would go to mistakes all right but i cant upload my app on play store I get an error message like this "you need to change api 27 to 28" but mine is already 28. Spec file:
