Kivy-Buildozer release version doesnt upload google store

Python: 3.7.3
OS:Ubuntu 19.04
Buildozer:0.39

I have written a simple application. I would go to mistakes all right but i cant upload my app on play store I get an error message like this "you need to change api 27 to 28" but mine is already 28. Spec file:
