Bump to 2.4.0 #629

By the way, I noticed that because our Travis CI config had both "Build Pushes" and "Build Pull Requests" enabled, CI builds were potentially doubled up for the same commit.

I think all changes should happen via PRs, so I've disabled the "Build Pushes" setting. cc @kiwi-bdd/core-team
