Spec for complete rewrite: Install via internet mostly, Crossplatform

I've forgotten what was the goal: to share you internal app once in a while. So don't overdo!

Maybe do the simplest solution that heavily utilizes list of terminal commands :) - type this, install that. Like:

• Install Visual Studio compiler
• Install Git
• Install Miniconda
• Navigate to conda, conda create, conda activate
• Navigate to folder with dist, conda install, pip install

But unavoidable would be:

• must install env to default location inside <root_env_path>/envs/the_env
• app is a module
• template setup.py should create shortcuts
• template setup.py should create wrapper shell script that activates environment. Then runs executable.
• it also creates shortcuts to root evn added to path, and activated new env - it's for maintenance.
• move most of shortcut creation logic to shortcut module (together with folder shortcut creation and shell wrapper)
• add sample PyQt stopper code (few lines I guess).

Outdated spec:

• [x] ~But this would require compiling wheels for all python pip packages and providing them with installator. So an instruction for this should be made. Also for installing Visual Studio compilers.~

• [x] ~As about infecting with GPL and Riverbank exception: the term program should be treated together with all it's dependencies. So in order to avoid license issues we should explicitly install packages that do not depend on GPL modules and PyQt.~
• [x] ~So PPA should automatically create patched matplotlib, qtpy, enaml, pyqtgraph conda packages that cannot import from PyQt. (in future versions - patch and create wheels).~
• [x] This can be useful: Re: Linux GPL and binary module exception clause? by Linus Torvalds. So the question is whether your python app is derived from GPL licensed python module or not. qtpy, pyqtgraph, enaml, natplotlib are MIT and BSD so it's OK to be derived from them. The last question is can you program can be considered derived from PyQt or not? If you do not explicitly forbidden it from running PyQt then it might be considered a derived work. But at the same time I'm a licensee of all these modules and they grant me the right to use their code in a proprietary app. And the right to license it me to was given to them by Riverbank. So I can even use my proprietary app with PyQt free of charge and that seem to be legal. But in order to be considerate to their mistake and also to be safe (I'm not a lawyer after all) it's better to explicitly prohibit running the app with PyQt. But still it's redundant to path qtpy and other modules.

• [x] ~Add a simple module that throws error if pyqt or sip is installed (with this we do not need to check every module's qt bindings switching mechanism). Then the program should simply call one function from it and everything is OK.~
• [x] ~In first version do not care about self-compiling. Add installation instructions for end-users to install Visual Studio compilers.~
• [x] ~In this design the program as a module by itself installs shortcuts.~
