ERR_NETWORK_CHANGED when opening browser on VPN (mobile network) with start page

Steps to reproduce the problem: The problem can be reproduced as follows:

• connect to a VPN on the mobile network (not wifi).
• set a page as start page, e.g. google.com
• close all tabs and the browser
• Open the browser
• at about 50% of the attempts the error occurs

Problem Description: When opening the browser with an existing VPN connection in the mobile network, an ERR_NETWORK_CHANGED error is displayed. The problem occurs with Brave and Kiwi.
