There is a flag to allow extensions to run on chrome://extensions, isn't a solution to expose that flag through Settings ?
I actually have that on, and it still doesn't work. I tried looking through the source code of chromium and couldn't find where the protected pages are stored.
I can confirm that, for as long as I can recall, that flag has had no effect. (I thought I must've misinterpreted what it was meant to do.)
For example, Dark Reader doesn't work on Chrome Addons pages.
