Current behavior:

DevTools always opens in a separate tab, even on large-screen devices (e.g. tablets).

Expected behavior:

DevTools opens in a separate tab on small-screen devices, but in the same tab on large-screen devices (e.g., tablets) like on desktop.
DevTools opens in a second screen on dual-screen devices (e.g. Microsoft Surface Duo). See https://twitter.com/alexey_rodionov/status/1464525204894404608.

Support the split window as it's already implemented in Chrome on Chromebook and desktops
