does not ask download confirmation anymore #751

Describe the bug Settings / Downloads / Ask where to save filesdespite being enabled, sites still download files without any confirmation dialog. Confirmation does exist when I download an executable which kiwi considers it harmful. But nothing when it comes to non harmful files. Example site: https://ubuntu.com/download/server (Try downloading ISO)

The same here, I'm even not asked for conformation when downloading apk files sometimes. Apart from that, for this option to work I always had to set it additionally in Chrome settings. But it works only every second time, e.g. the last Kiwi version I downloaded again without confirmation...
