Move and expose ProjectManager #7

Currently the project manager is internal to Rime, and should be allowed to be at least viewed by the plugins. This will allow plugin writers to figure out what project is currently open, that way they can have a plugin with multi-engine functionality. (ie, BF3/4/HL)

This can be solved by requesting a RequestProjectManagerMessage
