[prometheus-thanos] Allow the use of binary index headers #317

What this PR does / why we need it:

Adds a flag that allows opting in to using binary index headers (as released in Thanos v0.11.0). The feature is still experimental.

Which issue this PR fixes

(optional, in fixes #<issue number>(, fixes #<issue_number>, ...) format, will close that issue when PR gets merged)
