[prometheus-thanos] update thanos to 0.12.0 and change index header option #327

What this PR does / why we need it:

updates thanos to 0.12.0
change binary header option name and changed it from an option you have to enable to an option you have to disable as enabling it is the default in thanos 0.12.0
use 10Gi for all pvc to be consistent
