Refactor GithubApi to use the JDK 11 HttpClient.
Update link to GitHub pagination help page in GithubListFetcher.
Update comment in GithubListFetcher to make it clear the Link headers are examples.
Add test for GithubApi (alas, right now lots of mocking).
Add test for GithubListFetcher#getNextPageUrl.
