Add -C / --close-milestone flag option
Add -M / --milestone-to-close option
Add logic in ChangelogGeneratorMain to close the milestone
Refactor GenerateChangelog to require a GitHubReleaseManager
Refactor ChangelogGeneratorMain to create a single instance of GithubApi and ObjectMapper, and pass those to the constructors of GitHubReleaseManager and GitHubMilestoneManager

Closes #50
