Use dumb-init in docker for signal forwarding #489

Following-up on discussion in #488, now using https://github.com/Yelp/dumb-init as entrypoint so our kiwix-* tools properly receives signals

Note: comment noise was required to satisfy Codefactor…

FYI Dockerfile does not interact with codebase, only builds so errors in tests are unrelated
