Add filter by language dialog to content downloader #290

Allow easy selection of ZIM languages to display.

@kelson42 Do you think language filter should persist in 2.0? Would require a day or two more work and a new database table?

@mhutti yes, the conf (list of selected languages) should be saved in the settings
