We should create a monthly report of dev.library.kiwix.org content to help clean this on a regular basis.
This report would be reviewed to confirm what can be cleaned and what should be put on a "black list" to be kept.
"black list" should be based on ZIM name + expected cleanup date (or "never") + comment (who is interested to keep this file, why, ...)
Once report has been reviewed and blacklist updated, cleanup has to be done.
This process could be mostly manual in a first step, aside report creation which is probably better if automated. Maybe report could be pushed to a Github issue so that we can more easily track what has to be done.
