IP updates of Zimfarm workers are blocked due to Wasabi us-west-1 outage #140

Due to an outage in Wasabi us-west-1 datacenter, Zimfarm does not achieve to update S3 policy for worker IP changes because it is using the us-west-1 endpoint which is down. This has pretty big consequences due to https://github.com/openzim/zimfarm/issues/863.

I updated Zimfarm config to use eu-west-2 (Paris) endpoint for now
