Create a kiwix-serve Synology package #36

Synology devices seem to be ARM devices, we should use our ARM compiled binary and then build the package (config? UI) around it.

There is now a module, see https://www.reddit.com/r/Kiwix/comments/ra2n1y/kiwixserve_is_now_available_on_synology_nas/?utm_source=share&utm_medium=ios_app&utm_name=iossmf but not really user friendly.
