You can't access others' content without creating the content in the same area (tags/categories). Like, you write a post with a tag “css”, and now you can read at least one post of anyone that was tagged as “css” too.
As a measure to make it impossible to “spam”, those posts you pay with should be at first “approved” by those who's posts you're wanting to read.
This way when you're “publishing” a post, you're then going to access other posts in that tag, but not gaining the access until approved (there could be some threshold for this?), instead by sending the full text to those who's text you're wanna read.
And if you've already posted an approved content, you could get more content in the same area by users who're writing new posts.
