Test streams_7.phpt sould be skippable for offline #25

This test require HTTPS but no way to skip it like streams_6.phpt

This test is not really online, as https wrapper is disabled.

So this test should pass even without internet

P.S. all RPM packages are build offline, and test suite passes for this extension.
