Fix autotools bootstrapping #10

The lib and m4 subdirs are deleted so they need to be removed from the buildsystem.

@jlec As always Gentoo is the first distro to package new versions of lbzip2. Thank you for that.

I can see that you added ebuild for version 2.3, so I assume this is resolved. If not then let me know if there are any problems.

At first I took the tarball from github which is lacking the lib/, m4/ and probably other subdirs. The one which linked on freshmeat is fine. So I finally took that one.
