Add option to disable downloads in a specific database configuration #979

For seqdef this needs to disable:

Note that there is already an option 'disable_seq_downloads'.

For isolates this needs to disable:

Separate option for API.

All export functionality for isolate databases could be disabled with the use of plugin system flags.
