Some genome submissions can be finalized with invalid assembly filenames uploaded #989

I have seen a couple of cases recently where a user has entered one filename in the submission template but then has uploaded a file with a slightly different name - possibly just with/without the file extension, so that they don't match up. The system is not meant to allow them to finalize the submission in this case, but clearly it has.

So far I cannot replicate this.
