RAGE2: Add ability to pack ee/nl/fl/ ... files #92

RAGE2 does not have sarcs, but does have a master table of contents for all the small archive files, I'm not sure what to do for modding. Will SARCs works? Does deca have to rebuild the gt0c file for each modified sarchive?
