[Req] Add first letter title jump and rom restart #6

1. in the original xbox release of mame, L and R would scroll fast through the 
games list and d-pad left and right would jump to the next beginning letter or 
rom names.

2. ingame menu (input controls, dip switches, etc) needs a "restart rom" option 
so exiting wouldn't be necessary after changing dip switch values. 

these 2 suggestions/requests would be nice to see in a future build.
