Fix ci #329

Description

Changed the 404 test URL and changed deadline to timeout to fix linter failling.

For context:

The previously used https://example.com/does-not-exist is currently responding with status 500, not 404.
The deadline flag was previously deprecated from golangci-lint and has been removed.
