Add configuration templates and implement UAA authentication

Notes:

• Implemented UAA authentication using flask_oauthlib.client (not SSO yet) to resolve #4 .
  • gunicorn workers are explicitly set to 1 due to issues with UAA authentication calls and synchronous sessions.
• Added configuration templates to keep sensitive information from being pushed to GitHub.
• postgres_create_service.sh replaced with create_services.sh to automatically create Predix services and insert env variables in manifest.yml and config.py
• Uses Postman request to ingest data, but all other API calls can be done from browser.
