Raster Support #3

For now only support for WMS layers (on-line) and PNG/JPG. The limitation is in the browser and not OpenLayers. Any raster layer therefor need to be in PNG/JPG/GIF or as a WMS service. Any other raster formats must be converted before they can be used with OpenLayers.

Support also for JPG layers in EPSG:3857
