RV-FEAT-9 As a user if i do not have any tasks I would like to be prompted to add some #14
When a user does not have any tasks in the database have a message prompting the user to add some.
i.e. "It looks like you do not have any tasks to do before changing locations. Add some to keep track of what needs to be done before you move"
Then have the add tasks form appear
