I'd like to examine a few strategies:

[x] Targeted hiring of just the best in specific fields of need.
[x] Targeted hiring in specific field with effort made to hire women and/or minorities.
[x] Open search with effort to hire women and/or minorities
[x] Strategic open search with effort made to hire women and/or minorities.

The last one refers to the idea of not having a fully open search but rather having a preference and some limits based on a strategic hiring policy.
