Draft PR for #264

Progress

[x] Base docusaurus (v2) setup & config
[x] Trigger docs deployment to gh-pages via Action (needs activation from repository maintainer for execution check)
[x] Documentation initial content

Note: Not much content, just copied over the README, which is probably out of date. I'd suggest a different ticket for docs layout and planned content.
