Prepare an automated publish action to trial for upcoming release.

Add github action to publish to NPM

Test Plan

[x] Use dry-run with on push trigger
[ ] Finalize the next release, merge master into this branch and re-test the dry run on push
[ ] Perform actual 0.1.2 release with this action
