Merge CI release workflow into single process. #78

Currently the process of CI is split between two branches (as documented in the README) publish-pypi and publish-docker-hub.

Seems like both branches are working well, so lets just move CI into one path

tests ✅ -> pypi ✅ -> DockerHub ✅

Remember

PyPI authentication is handled here https://pypi.org/manage/project/klay-beam/settings/publishing/ (you may need to make a new "Trusted Publisher" if you change the name of the workflow .yaml that publishes to PyPI)
DockerHub Auth is handled via GitHub Secrets
