Addition of ERC721-Based Multi-tier Referral system Smart Contract

In this PR, I have added an ERC721-based Multi-Tier Referral System (MTRS) smart contract. This smart contract allows users to register and become part of the MTRS system using USDC tokens.

The main features of this smart contract are:

This smart contract is expected to facilitate transparent and fair MTRS transactions by leveraging blockchain technology.

Lol. Can you change the name to "Multi-tier Referral system" rather than "MLM"?

Also, can you remove the package-lock.json and package.json files?

Can you go to this Issue tab link (https://github.com/klaytn/klaytn-dapp-toolkit/issues/new/choose) and select proposal template and submit a deployed implementation (smart contract plus frontend)?

referral has interesting use case esp. for incentive mechanism
