{\&} character is being wrongly changed to & #1

when cleaning the bib files, the characters contained in { } are also being wrongly modified. Tested only on {\&}.

I could not reproduce the error. When running the bibtex-tools clean command, any \& is not touched in the examples that I have tested.

What command did you run exactly and what did the bib entry look like?
